Water softener vs water conditioner
The short answer
A water softener removes calcium and magnesium by ion exchange, so treated water tests soft. A salt-free conditioner removes nothing — it converts hardness into crystals less inclined to stick, so the water still tests hard. If your problem is scale, either can work. If it is soap, spotting, skin or hair, only a softener will do.

Which one is right for you
Choose Water softener if
- Your complaint is soap not lathering, spotting on dishes, or how skin and hair feel.
- You have hard water and any meaningful iron.
- You want the water to actually test soft — for instance because an appliance warranty requires it.
- Very hard water, where scale control alone will not keep up.
Choose Salt-free conditioner if
- Your only complaint is scale in pipes, kettles and the water heater.
- You have no drain connection where the unit would go, or no power there.
- Someone in the house is on a medically restricted sodium intake and potassium chloride is not practical.
- You do not want to handle salt bags, and are willing to accept less complete scale control.
First, the word is the problem
Almost every comparison of these two starts by comparing them, which is where it goes wrong. "Water softener" is a defined thing: it means ion exchange, and a softener that does not remove hardness is broken. "Water conditioner" is not a defined thing at all.
In practice the word gets used for at least three different products. Sorting out which one is in front of you is more useful than any comparison table.
- A salt-free scale control system, usually template-assisted crystallisation (TAC). This is what the comparison normally means, and what this page compares.
- A multi-stage whole-house filter — carbon, sediment, sometimes KDF media — sold as a "conditioner" because it improves the water generally. It has nothing to do with hardness.
- A marketing label attached to a salt-based softener with extra filtration bolted on, which is a softener whatever the box says.
How salt-free scale control actually works
A TAC system passes water over media covered in nucleation sites. Dissolved calcium and magnesium form microscopic crystals on those sites and then break away, suspended in the water.
Because the hardness is now crystalline rather than dissolved, it is much less inclined to deposit on hot surfaces — which is what scale is. The minerals are still in the water. They are simply travelling in a form that does not readily stick.
That is a genuine mechanism and it genuinely reduces scale. It is not marketing. But it also explains precisely why nothing else about hard water changes: soap still reacts with the calcium, glassware still spots, and a hardness test still reads whatever came in.
Claims to be careful about
The looseness of the word "conditioner" produces some claims worth reading carefully.
You will see conditioners described as removing chlorine, sediment and odour. A TAC scale-control system does none of those things — that description belongs to a multi-stage filter. If a product does both, it is because it contains a carbon stage as well, and it is fair to ask what each stage is doing.
You will also see "salt-free softener", which is a contradiction. Softening means removing hardness. A system that does not remove hardness is not softening it, whatever the label says. This matters practically: if you buy one expecting soft water and then test the output, you will conclude the unit is faulty when it is working exactly as designed.
One thing that matters more on a well
Iron. TAC media is fouled by iron and manganese, and most manufacturers specify very low limits — often below 0.3 mg/L, which is the staining threshold rather than a generous allowance.
Since iron is the most common well water complaint there is, a large share of well owners are not candidates for a salt-free system at all, or would need iron removal ahead of it. A softener tolerates iron considerably better, up to about 3 mg/L.
